Legislative Update – Week of May 3

Monday begins the final week of scheduled session, although the certainty of an on-time adjoument is still very much in question.  Budget negotiations and identification of acceptable revenue sources continues to be the major focus of the remaining days.  A straight income tax increase appears to be the least likely source of new revenues but, other increases in various taxes, such as the cigarette tax, are very definitely on the table.  The Democratic caucus in the House has been surveyed for options that members would consider acceptable.  But, 2010 has been similar to the most recent previous years with little or no cooperation/negotiation between Republicans and Democrats on developing a budget plan.
